Thanks to Pam Frost Gorder at Ohio State University, who says:

“I bought it in a college bookstore, circa 1990, when I was an
astronomy student. The inscription itself isn’t that exciting, except
for the fact that the book obviously didn’t reach its intended
destination. How it ended up in the “new book” pile in a bookstore in
Ohio (admittedly, it *was* new, except for the inscription) when
someone in Philadelphia, PA, was trying to donate it to the Air
National Guard in Moscow is beyond me. The mystery! The international
intrigue! The excellent penmanship!”
